MANDATE

The Bureau of Jail Management and Penology is mandated to direct, supervise and control the administration and operation of all district, city and municipal jails nationwide with pronged tasks of safekeeping and development of Persons Deprived of Liberty (PDL).

MAJOR PROGRAMS

There are four (4) major programs under the mandate of BJMP and they are the following:

  1. PDL Custody, Security and Control Program;
  2. PDL Welfare and Development Program;
  3. Decongestion Program; and
  4. Good Governance.

To enhance public safety by ensuring humane safekeeping and development of Persons Deprived of Liberty (PDL) in all district, city and municipal jails for their reintegration to society.

FUNCTIONS

In line with its mission, the Jail Bureau endeavours to perform the following functions:

  1. Formulate policies and guidelines in administration of all district, city and municipal jails nationwide;
  2. Implement strong security measures for the control of PDL;
  3. Provide the basic needs of PDL;
  4. Conduct of activities for the development of PDL;
  5. Improve jail facilities; and
  6. Promote general welfare and development of personnel.

OBJECTIVES

  1. To improve the living conditions of PDL in accordance with the accepted standards set by the United Nations;
  2. To enhance the safekeeping and development of PDL in preparation for their eventual reintegration into the mainstream of society; and
  3. To professionalize jail services.
